Graduated from Computer Science program at the University of Science and Technology in 1964. He graduated from the Graduate School of the Chinese Academyof Sciences in 1968. From September 1980 to Aprol 1983 he went to the United States as a visiting scholar at OSU, follow Prof. David Shiao and University of Maliland follow Prof. S. Bing Yao. From 1989.8 to 2000.5 He was in Netherland as visiting Professor. From May1994 to June 2000 serve as Director (Partime) at the Graduate School of the University of Science and Technology of China. From   October to November 1999 serve as visiting Professor at the National University of Sigapore. From March to May 2005, 2007 he was a visiting Professor at the University of South Australia. 

He has been responsible for multiple 973 projects,  863 high-tech projects, and key projects of the National Natural Science Foundation of China. Engaged in research on Intelligence Science, Knowledge Engineering, Distributed AI, Machine Learning, Neural Compting and Cognitive Science. In 1979 he won the Second Prize for Scientific and Technological Progress of CAS. In 1994, he won the Special Proze for Scientific and Technological Progress of CAS. In 1998, he won the second prize for Scientific and Technological Progress of CAS. In 2002, he won second prize of National Science and Technology Progress Award. In 2013, he was awarded the Achivement Award of the Wu Wenjun AI Science and Technology Award by CAAI.

Prof. Shi has published 22 works, edit and publised 24 Proceedings, published more than 500 academic papers. He has supervised over 10 postdoctore, over 40 doctors and more than 100 master's students.

Prof. Shi Actively carry out academic exchange activities both domestically and internationally. I have served as a procedural committee member and chairman of the procedural committee for international academic conferences multiple times. Previously elected as a member of the Advisory Committee of the International Federation of Artificial Intelligence (IJCAI) in 1997, a member of the Artificial Intelligence Technical Committee (TC12) of the International Federation of Information Processing (IFIP), Chairman of the Machine Learning and Data Mining Group of the IFIP Artificial Intelligence Professional Committee, Vice Chairman of the Chinese Association of Artificial Intelligence, and Secretary General of the Chinese Computer Society. Formerly served as an editorial board member for journals such as Computer Journal and Computer Research and Development.
